The World Bank-funded Department of Agriculture’s Mindanao Inclusive Agriculture Development Project (MIADP) is almost a year old after it was launched in November of 2023.
Let us hear a set of aspirations and hopes from the project partners of Dumingag’s Ancestral Domain (Zamboanga del Sur, Region IX), one of the pilot ADs in Mindanao. These interviewees were present at the Sangguniang Panlalawigan regular session on August 22, 2024, to support the presentation and approval of their Ancestral Domain Agricultural Implementation Framework and concept notes of prioritized enterprise and infrastructure projects.

“We are here at the Provincial Council to present our completed ADAIF along with the MIADP, so that an SP Resolution can be made, allowing this project to move forward quickly, as it is truly important for us and will be a great help for us.” – Demog Duyan, IPS member, Dumingag, 22 August 2024

“We are here today to present our ADAIF, to create a resolution to expedite this project, which is for the tribe and the Indigenous people here in Dumingag, part of Zamboanga Del Sur. This is our request to the SP so that action can be taken immediately to speed up this project, as it will be a significant help, especially for Dumingag. “Ang support ng NCIP is not only on ADAIF formulation. Kauban ang NCIP sa pag implement. Since the consideration is ICCs/IPs kase kaya maraming iconsider like sa ilang customary laws, practices. Careful ta dinha, not assisting but working with DA. I don’t remember an activity na wala na inform ang NCIP. Medyo na delay ang Certificate of Pre-condition, but pirma na lang ng regional director ng NCIP Region IX ang kulang.” (The support of the NCIP is not only on ADAIF formulation. NCIP is with the tribe in MIADP implementation since its considerations are the ICCs and IPs
in terms of their customary laws and practices. We are careful in that aspect in assisting and working with the DA. I don’t remember an activity where we were not informed. There is a delay in the Certificate of Pre-condition but, we are just awaiting the signature of the regional director of Region XI)

“As amahan sa lungsod Dumingag, kung naa kay mga anak nga nanginahanglan ug education, infrastructure, health, agriculture, tourism and services, naa jud ka magpatigbabaw nila. So sa akoa, pag naay seminar muanhi jud ko aron makasabot pud ko aron makaingon pud sila nga dako kaayo ko ug support sa ilang side. Part man na sa development gud kay ang mindset sa tawo kung dili ka muadto,

dili ka musupport, gihatagan nako ug value ang tribal leaders bisan matawag nilang gamay lang sila ug education, wa kaayo silay kawarta, gihatagan nako sila ug gibug aton, mentally, physically, spiritually.”
(As a father of the Municipality of Dumingag, if I have children who need education, infrastructure, health, agriculture, tourism, and services, I am there for them. If there are seminars, I attend for me to understand and for them to say that I am in support. I value them despite the lack of education and money. I support mentally, physically, spiritually.)

As the pilot AD at a size of 20,097.9340 hectares of the Zamboanga Peninsula, MIADP’s commitment to the Subanen tribe is to assist the IP community through the Piksalabukan Subanen Dumingag Association (PSDA) to increase its agricultural productivity and resiliency in implementing the White and Yellow Corn Production Enhancement, Consolidation, Processing (kernel), and Marketing business.
Improvement/Concreting of Junction Tamurayan to Macasing Farm-to-Market Road from the existing barangay road covering 1.48 kilometers, is hoped to boost the corn production yielding substantial social and environmental benefits.
