“We have products like coconut and bananas but we face difficulties in marketing them. We have coffee, cacao, and rubber. Our IPs have plenty of coconuts but they market this product anywhere. Now we are much in need of a buying station inside our AD. It will not be so far to deliver the products because the location of Poblacion Rosario is just near where the coconuts are planted. I foresee that the tribe will have improved livelihood activities with their industry and discipline”, says Indigenous Peoples Mandatory Representative Emiliano Pugosa.
Pugosa was one of those who participated in the recently finished Sangguniang Bayan (SB) session at the municipal hall of Rosario, Agusan del Sur where the Ancestral Domain Agricultural Framework (ADAIF) was presented by Ms. Raquel Bacaron, a representative of Cabantao, Maligaya, Marfil, Pamintingan, Caulisihan, Maputi, Masabong or CAMMPACAMM on September 23, 2024.
After the presentation, the SB headed by Vice Mayor Eduardo De Paz who served as the chairperson of the assembly approved and accepted the ADAIF to become a part of the local plans of the LGU-Rosario.
According to Acting Municipal Administrator Luis G. Espinosa, these projects outlined in the ADAIF like the coconut product business and Farm-to-Market Road (FMR) are considered infrastructure support through the Mindanao Inclusive Agriculture Development Project (MIADP) of the Department of Agriculture (DA), a big step in the decrease in the said Ancestral Domain (AD).
“Projects similar to this supported by the Local Government Unit (LGU) is really for the present and future generation that is why these should be nurtured and accomplished, “Espinosa declared.
DA-MIADP Regional Project Coordination Office XIII Andres Sarsaba clarified that the presentation of the ADAIF in that session is a part of the process of claiming ownership and participation in the local plan like the Annual Investment Plan (AIP) in Rosario.
“This means that they are not opposing the inclusion of the ADAIF in their AIP,” according to him.
In addition, the Planning Assistant in the Municipal Planning and Development Office (MPDO) explained that they can give technical help as a counterpart in the livelihood project of the Manobo tribe.
He further said that hopefully, the tribe will give attention to the projects for their sustained development and long-lasting progress.
He foresees that the RPCO will monitor and evaluate the flow and progress of the projects with the Local Project Management and Implementing Unit (LPMIU).
The ADAIF is a document that shows the plan for agricultural progress inside the Ancestral Domain (AD). This is a guide for financial and technical help in CADT 078. This is anchored in the Ancestral Domain Sustainable Development and Protection Plan (ADSDPP).
The ADAIF in the ADSDPP will become an additional section after the local chief executive’s signature of approval.
